Florida Golf Cart vs. LSV Rules & Paperwork

Published Updated

A golf cart and a low-speed vehicle (LSV) have different road permissions and paperwork in Florida. Adding accessories does not by itself change a vehicle's classification. Sources checked October 11, 2026.

Check designated golf cart roads

Florida Statute §316.212 limits golf cart operation to designated roads and specific statutory exceptions. Night operation requires the applicable local-government determination and specified equipment, including headlights, brake lights, turn signals and a windshield. Check the exact road and ordinance first.

Do you need a driver's license to drive a golf cart in Florida?

Not every operator needs a driver's license. For ordinary golf-cart operation on public roads, Florida Statute §316.212(7) requires operators under 18 to possess a valid learner's driver license or valid driver license; operators 18 or older must possess valid government-issued photographic identification. This does not authorize travel on every road; check designated-road and local rules.

The statute also specifies basic equipment such as brakes, steering, safe tires, a rearview mirror and red front and rear reflectors.

LSVs follow a different process

FLHSMV's LSV guidance describes vehicles capable of more than 20 but no more than 25 mph. LSVs require title, registration, insurance and a licensed operator, and road operation is limited to qualifying roads posted at 35 mph or less. Local restrictions still matter.

Use official conversion instructions

If considering conversion, start with FLHSMV procedure TL-63 and form HSMV 86064. Ask the responsible agency or regional office about inspection, identification and documentation for your vehicle. This guide does not provide speed-modification instructions or certify any cart as an LSV.

Measure before choosing accessories

Confirm the official equipment requirements before purchasing parts, then check bracket dimensions, mounting clearance and visibility on your cart. For overhead mounting, compare our panoramic golf cart rear view mirror alongside the mirror mounting guide. Send our support team photos and measurements for product fit questions. Mirrors, covers and organizers do not independently establish legal road access.
